ECO4 grants in Swansea

If your home has an EPC rating of D or lower, or you receive certain benefits, you could be eligible. Even if you’re not on benefits, the local authority “LA Flex” route may still make you eligible based on your income or local needs in Swansea, Neath Port Talbot, Carmarthenshire or Pembrokeshire.

The home must be within Great Britain (including Wales), and the homeowner or tenant must meet certain criteria.

The property needs an Energy Performance Certificate (EPC) rating of D, E, F or G (i.e., less energy-efficient homes).

You (or your household) usually need to receive a qualifying benefit or fall under a local authority “flexible eligibility” (LA Flex) route.

You would qualify for a grant if you claim Child Benefit and have an annual income no greater than the appropriate threshold.

The threshold varies between single people and couples, and depends on the number of children you have. See the table below. So, 2 adults with 3 children would have an income threshold of £37,200.

If you rent, your landlord must give permission for the work to be carried out.

The ECO4 Scheme is the fourth phase of the UK government’s Energy Company Obligation (ECO) programme.

It obliges large energy suppliers to fund energy-efficiency measures in eligible homes in Great Britain, aiming to reduce fuel poverty and cut carbon emissions. It applies to measures installed from 1 April 2022 until 31 March 2026.

For eligible households, the cost of the installation is normally covered by the scheme; there should be no charge to you for the approved works.

We confirm whether ECO4 can cover the cost of the upgrades, or whether a customer contribution would be required. If a contribution is required, the customer will be informed of this in writing. No work will commence until a signed agreement is made.

Under ECO4, eligible works can include:

  • Insulation measures – (loft, cavity wall, solid wall) to improve the “fabric” of the home.
  • Heating system upgrades – (especially low-carbon options such as air-source heat pumps) and efficient boiler replacement in certain cases.
  • Renewables – Solar Panels.
  • Smart controls, ventilation improvements, and other measures that improve energy efficiency.

But note: under ECO4 the emphasis is more on “fabric-first” (insulation & efficiency) than just boiler replacement.

Yes—landlords can apply (or allow their tenants to apply), provided the tenant qualifies and agrees, the property meets the eligibility criteria, and works are permitted by the tenancy agreement.

Yes—one of the core criteria is that the home must have a relatively poor energy-efficiency rating to qualify. The EPC band must be a D, E, F or G.

Homes already at band C, B or A will not qualify for ECO4.

Yes—improving your home’s energy-efficiency (improving the EPC rating, adding insulation or efficient heating) can make the home more attractive, reduce energy bills and therefore can increase resale or rental value.

While the scheme’s main aim is tackling fuel poverty and carbon emissions, the “added value” benefit is a likely side-effect.

The average completed ECO4 grant is in excess of £30,000 – and that’s per house! Some completed ECO4 grants have exceeded £60,000 per house. With grants at these levels, they must be increasing the value of the upgraded properties.

ECO4 began from 1 April 2022 (or technically when the Order came into force) and runs until 31 March 2026.

You should act relatively soon if you’re eligible, especially since the funding period is finite and demand can be high.
